Default hot water heater venting into chimney problem

Both steam boiler and hot water heater vent into the chimney, same flue. They enter the hole of the chimney wall with the gas fired steam boiler vent just below the HWH vent, they are almost touching one another. Since the chimney has 2 flues and the fireplace is taking one of them, I assume the boiler and HWH are venting into the same flue.

Although the venting from the boiler goes right up the chimney, the HTW has SOME outflow from the hat on top of it. (There is a working CO meter nearby the HWH that does not go into alarm mode)

Should I open up the vent hole of the chimney surrounding the HWH vent to see if there is somewhat of a blockage there? The vent looks basically OK. It goes up from the hat,curves and goes horizontally for about 8 feet, with about a .5" per horiozontal foot rise, to the chimney.

As there is no `outflow' from the steam boiler, I am assuming there is not a blockage at the top of the chimney, such as a bird nest. There is a covering and grating covering on top of the chimney by the way.
