Honeywell primary control for oil heat


I have a Honeywell primary control.....I know the purpose of this control and its function but.....The one i have trips out and leaves the boiler running...the wiring is correct....I disconnected the CAD cell and it will still run.....The primary worked last season but i have never found one to fail in the closed position. Is it just a bad control or am I missing some thing?
