Honeywell furnace will not heat

I have replaced the ST9120C circuit board with St9120B,U. Ignitor still does not come on. Green led blinks every second without pause. This furnace has the SV9500M gas control valve. Furnace is 23 years old. I know it is not the thermostat. The xfmr puts out 27VAC. I checked the voltage going to the ignitor pins(two blue wires) & ground, measure 27volts on one and zero on the other.

You don't have a Honeywell furnace, they don't make furnaces.

probably a bad HSI.

Honeywell furnace will not heat

OK, the parts that are made by Honeywell are the circuit board, ST9120 and the gas valve ignition control SV9500. Is HSI the smartvalve system control (SV9500)?

The HSI is part of the smart valve control, right. That means that the SV9500 will need to be replaced?

The HSI is controlled by the Smart Valve.
