Help troubleshooting desert springs rotary humidifier

I have a desert springs rotary humidifier that I installed last fall and was really impressed with. I have a humidistat next to the thermostat and it was reading about 40% humidity last winter. This winter, our humidity has stayed at 16% according to the humidistat. I thought the humidifier had stopped working so I went down to check it out and it seems to be working fine. The discs were spinning and there was water in the bottom. But still we are not getting the humidity we did last year. Is there something I am missing? What else can I check?
