help with trane xb-13 not cooling

I came home today and noticed my second floor was 92 degrees. A/C was set at 78 when I left the house this am. Tried resetting thermostat, no difference. Looked outside and the heat pump for the second floor was not working. Breakers were not tripped but I reset them anyway. Pulled panel off outside unit and no reset button...has a small condenser? but does not look bulged...a little round on top. There was a green blinking light on circuit board. Tried everything and fan on heat pump will not work. Line going into house is not sweaty or cold. The A/C unit is in the attic. It's a hundred degrees today in Virginia and will be this way for the next 4 days. Any suggestions?

I will replace the capacitor tomorrow. I don't hear the compressor or motor humming? I have now turned the upstairs a/c off but it might be too late? Do you think the motor or compressor is bad, since I don't hear a humming?

Not sure what you mean by resetting the breaker to the 24v capacitor?
