Help needed with AC fan not coming on
 
Hi all,
Hoping someone can assist me with this issue.
For our 2 story house the AC unit heat pump will come and intitially outside AC unit fan will work fine. After a while when the heat pump comes on and AC starts the outside unit fan will not come on anymore. Only way to stop the upstairs heat pump unit is to power it off with the side switch. It does not respomd to thermostat.ie- when I trun off the thermostat the heat pump continues it's run, not stopping.
I had a HVAC repair guy come over. first he did some work on the water condense lines and that did not fix the issue. Second he replaced the thermostat twice thinking that would solve the issue. this did not work either. He still thinks it is related to thermostat but not sure. I am losing faith that he knows where the issue is.
Can someone please chime in and possibly give their opinion where the problem(s) maybe? I thank you in advance

If the outside unit is continually running then it's certainly sounds like a stuck contactor but I fail to see how it won't come on being a stuck contactor. He needs to verify if the unit outside is receiving 24 volts to the contactor to tell the unit to come on during cooling mode. If not then you back track to the stat. Now if it only will not come in cooling mode and there is proof that there is no 24 volts present at the outside unit than can I ask if you have a drain pan or drain line condensate float safety switch? Those are usually tied into the 24 volt line to the outside unit and only has power through it in cooling mode as that's when you use the a/c.

If that switch is tripped (located on the drain line or drain pan of the inside unit) than you won't have power to the contactor during cool, nothing can tell the outside unit to come on. And you have a drain issue.

thanks for the reply.
I probably explained it wrong.
It is that the inside unit in the attic (the heat pump unit) is the one that is constantly running but the fan on the outside unit fails to come on. The air is blowing from the ducts but I sense that warm air from the inside in not being pulled out since the outside unit motor/fan does not come on. hope this makes sense. thanks for any additonal input you can provide.

you have 2 problems. try to fix the condenser fix....outdoor unit by checking the dual capacitor

Probably the fan sequencer sticking. Common problem with them.

Inside the blower panel near the end of the unit. Not hard to change out.

thanks, Is there a site where I can obtain a diagram that shows what is what in these heat-pump units?
We got the house new but no documents were left behind for this unit.
Appreciate any help on this.

The install manual for the air handler will probably show you placement.
