Help Identifying Vent Type

Hello DIY Chatroom!

Does anyone recognize this vent type and what it is venting? The photo shows a 4 x 4 inch plastic cover on an exterior wall (about 10 ft above grade). It has a 2 x 2 inch hinged flap that covers a vent hole that is about 1 1/2 inch in diameter. The flow rate is high, I can hear it 200 feet away. It is on very infrequently and not at all when the a/c compressors are running (any one of the five compressors the house has). Home was built in 2009 and is "energy efficient." There's only one of these vents. Please post a reply if you can help me identify what it is venting. Thank you.

Above it is an entertainment room. Below it is a 3-car garage. It's an exhaust vent, but I know where the kitchen, dryer and bathroom vents all are. I was hoping someone would recognize the cover plate/hinged door. To me, because of the small size and noise level when air is forced through it, it is something that belongs on an RV or cabin crusier.
