Heil furnace won't start - just a click and a hum

I've got a Heil NULE050ADO1 furnace in my garage. It's 50k BTU and setup for LP. I can't say how old it is, it was in the garage when I bought the house last year, and it has never worked. Well, I've got a lot car work to do, and it isn't fun at -10F.

I pulled the wires off the thermostat to make sure the problem wasn't there. When I touch the wires together, I can hear a relay or something click and quiet ~60hz hum and that's it - no exhaust fan, no gas, no attempt at ignition. The furnace is getting propane as I pulled the line off the gas valve on the furnace and cracked the valve in the supply line to make sure.

Where should I start? Thanks.

Does the inducer fan motor get hot or hum. This is the first step in the heating cycle. If it doesn't work, it won't light.

It doesn't get hot, but it very well may be the source of the hum that I am hearing. Should I try putting 110v directy to it and see if it spins?

Might be siezed from setting and needs to be broke loose. You might see if you can spin it somehow.

Skip, you hit the nail on the head! It wasn't froze, but after pulling it off the furnace, cleaning the rusty dust out, and spinning it by hand it eventually reached full RPM and the furnace ignited.

I do have a couple of other questions though, and pardon my ignorance, but should the perferations in the furnace burner be pointed up or down? In other words, does the propane exit from the bottom of the burner or the top? I pulled the burner out to clean the mouse's storage of dog food and acorns, and I am not sure I put it back in the right way.

Lastly, how long should the furnace be lit before the main blower fan turns on? Thanks!
