Heil furnace fan motor.

The fan motor fails to start or run when the AC compressor unit is operating.
The fan motor fails to run in the thermostat 'auto' position and 'on ' position, however,
Moving the Black wire fan lead to 'cont' on the circuit board will make the motor run and stay running.

Bad board or broken wire from thermosat to furnace control module?

The proper way to check would be with a voltmeter. I would bet that the relay in the control board has failed.
