Heating question
I was outside today (where it's 18 degrees) and my blower or heat pump outside was trying to kick on. You could hear it humming but the fan wasn't spinning. When this is happening, my electric meter is spinning very very fast. If i give the fan a helping hand and get it to start spinning on its own, my electric meter slows down significantly. Is this something that I should be concernerd about or is it doing it because it's 18 degreees outside?

If the fan is not working (may need a new capacitor or motor) then the heat pump is not producing heat and your backup expensive electric strip heaters are cutting in and spinnin da meter faster. Get the motor working soon as the heat pump can be damaged w/o it.

May Be In Defrost?
By you're description (humming comp. w/ no fan) I'd bet you caught your unit in defrost mode (air conditioning is on) which happens often at those temps. Meter is spinning during this because, since the heat pump is actually cooling for a brief period resistance heat is energized.

Seems like the fan continues running when he spins it. If it was in defrost it would not keep running.
