Heater Power Venting

I have a tjenlund power venter that vents my house heater out the side of my house. The vent cap is on the side of my house is about 8 feet high.My problem is whenever there is a strong Southeast wind (which is often in the winter here) my heater short cycles due to the wind blocking the vent and tripping the pressure switch. My only way to fix this is to move the vent lower to the ground which entails blocking a basement window with wood and mounting the vent cap there...about 2 feet of the ground which is ok by code...this way I could cut the wind with shrubbery or whatever...I guess my question is ...is it ok to do this ?

The power venter will require a clearance between it and the wood. other then that, its ok.
