Heater fresh air intake question

My dad's house has an old Rheem gas heater & I don't have a photo right now but it looks like this illustration & here is my question:

Is the fresh air intake the only area where air should get in? So that way all that air going in to the system gets filtered?

The access panel is not loose but is not air-sealed & lets the air leak in a little bit. Should we make it completely air-sealed?

thanks

Yes to both questions. BTW that's called return air. Fresh air is a pipe from the return to outside.

if the return is in an unconditioned space it wil pull colder air into that duct "around the filter slot" and mix with the returning conditioned space air and basically add a longer run time on the stat..$$$

Here is a photo. The heater is in a closet inside the house. There is an opening where cold air comes in that closet from the crawl space.
I sealed the bottom tray & everything around the air filter opening. So now air should only get in to the fan through the filter.

fixing the air return is one thing...that gas connector is not legal..its not allowed to run inside the furnace like that...and it should be stainless and not old brass....sorry ben sr
