heat pump systems

I live in Florida, and am putting a large addition on my home. I am doing all the work myself, but I don't know if I am allowed to install a complete heat pump system. I know I will need to have it charged by a professional, but I would like to save the approx. $8,000.00 by doing everything else. I have heard there are areas that don't allow it.
