Heat PUmp equals high power bill and not a cool home

In Oregon we have been experiencing between 75-90 degree temps during this time, i thought it would be a good idea to explore my heat pump a/c potential.
However it doesn't seem to agree with me
I set the temp to 70-73 but the inside temp still reads 77-81
fan is set on
system set to cool and i have even tried auto function for both.
my home is 1700 sq ft no zoing 1.5 story house.
someone said it could be a duct system issue but cool air is coming from the vents.
some one else says it could be a heat strips stuck.
any thoughts from anyone else as to what it could be?

It could very well be that the heat strips are coming on during call for cool. It could be system not charged correctly. It could be a number of things.

Do you have a thermometer, such as even one for cooking (that you stick into a turkey) that you could stick in the nearest supply vent to the inside unit and then at the return grill? Those two temperature readings could give us clues as to what's going on.

I just replaced a 10 year old FHP with a new Carrier Aquazone. I am sort of having the same issue. FHPs seem to go through old rotary compressors every 5 years for some reason. The Carrier has a scroll compressor.

The Carrier is nice, cold air and quiet but it is a one speed fan which is quiet but seems to be a low speed. The FHP was a lot noiser but it blew like a windtunnel.

Some of the other models out there have two speed or variable speed fans. HydroTechs supposedly start at a slow speed than go to a higher speed. It supposedly saves energy.

It takes a long time to cool. No idea what the electric bill will be. It is + or - 15 SEER versus about 11 SEER for the old FHP. We will see.

Is the water circulating well and the condesate pipe clear?

I don't see where the OP mentioned that they had a water source system.
