Heat Pump Air Handler Fan

So I've got this electric heat pump air handler fan that wouldn't turn on... So I replaced the heat sequencers and got it to come on but kinda weak and only for about 5 minutes after power is restored, So I thought maybe the transformer was bad and replaced that. Same thing. I checked the fan and it spins smooth and free with no resistance. If the CAP or blower motor was bad it wouldn't turn on at all, right? So what am I missing here?

Heat Pump Air Handler Fan

Are you getting power to the motor and cap when this happens?
