Heat coming on a lot?

I just installed new electric central air & heat pump (previously ekectric bb heat and no a/c.) We started turning the heat on at night. It gets up to temp and shuts off as it should, but comes back on and seems to be running more then its off. Is this normal? Is it designed to operate this way? I would think if the thermostat falls a degree it would come back on until it reaches the set temperature again. But it comes back on without a change in temperature.

Thermostats read in tenths of degrees even though the display is in whole numbers. Make sure the hole behind the thermostat is filled. Some of them also have CPH settings or differential settings that can be adjusted.
