Goodman dsxc18

I just installed a goodman 3 ton Dsxc18. Turned everything on and my indoor unit came on, but my outdoor unit doesn't even show any lights on the controll board. Ive checked the voltage to the unit, I've checked the low voltage wire from the tstat and I've did a continuity check on the high pressure switch, everything came back fine. I tried resetting the system by hitting the "learn button" and still nothing. I can't even get the thing to start up with the "test" button. Now in my opinion it's with a faulty board or a bad cap. But they put a dual cap on the unit, and the condenser fan is not wired into it. But I digress. Can someone find anything I missed, or did I do something wrong?
Thanks

I am not that familiar with that particular unit, but my first question is do you have 24 volts between R and C at the board? by learn button is this a 4 wire type system with out R and C

This units contact is integrated on the circuit board, thus is labeled "test" on the board. There is two other buttons on the board status, and learn. The manual sugested to press the learn button if the condenser fan and compressor doesn't come on. And yes it is a 4 wire system when wired with a non communicating tstat. But the "test button is supposed to take the place of contactor, so u would think that it should by pass the tstat and turn the unit on. You would also think goodman would give more information on a brand new set up...

I have no idea don't do that much goodman. Sounds like someones take on the better mouse trap. I try to stay away from those type of systems.
