General temperature question

When my air kicks on it seems to take a while to lower the temp just 1 degree so the air is on longer. Is this normal? Its an 1100 sq foot house, 2.5 ton system. Also, when the suction line enters the condensing unit should there be continuous insulation because it drips for about the last few inches.

My attic only has about 3 inches of insulation. I plan on adding another 6 inches. That is the most I can spend. Do you think that will make a difference?

Yes. Seal all the holes from electrical wiring and plumbing first.
