Default General Guidelines for installing ductwork

I posted previously about the Capitol Hill rowhouse installation.

I want to know the rules for installing ductwork in a house that is spelled out.
I have many contradicting statements from people coming to my house to give estimates.

It looks like I am going to install the condenser on the roof and have the air handler in the ceiling.

1. the vents must be near the windows.
(more important for heating not that important for AC)
2. it is ok for a basement to have only one vent an no return line in the basement.
(Others have said if you have a vent with no return it will cause serious mold problems).
(some have said don't worry about having any vents in the basement and just use a dehumidifier down there).
3. it works better if you are only cooling to put the vents on the ceiling
(others say it doesn't matter).
4. it is best to but the condenser on the roof.
(others say it doesn't matter)
5. The top floors need more vents than the lower floors and every floor needs at least one return.

I would also like to know how big certain ducts need to be and how the condenser and airhandler connect in with the ductwork. If anyone has a website they could recommend with the rules for installing ductwork it would allow me to also think about how to run the ducts such that I cut up my walls the least and eat into my closet space the least.
