Gas will not ignite


My furnace wil not light after the igniter turns on. After looking at the wire diagram I should be getting 24v on the gas valve after a few sec after the igniter turns on. The only voltage I'm getting is a very quick surge of voltage that I can not even read. should I replace the Gas Valve Relay on the circuit board?
