Gas Furnace Exhaust Venting Question

I noticed that basement was unusually warm in late January (even though it's been a mild winter so far in Chicago) I noticed there was a lot of heat coming from the furnace exhaust near the furnace. It's as if there is a loose connection. 2 questions;

1. Is this heat dangerous? Common sense says exhaust is not healthy.

2. Should this be happening... the "heat leak"

The house was built in 1995 and I bought it in 2011. When I first moved in, I noticed that the ducts had many leaks at the joints. I was told to buy foil tape and wrap'm up. I guess it worked but the air in my 2nd floor master bedroom is still weak, that's another topic

Gas Furnace Exhaust Venting Question

It'd be comparable to asking if sucking on your your car's exhaust pipe is something to worry about.

It should exhaust to the outside of your home and no where else. No leaks.
