Furnace exhausting is freezing up

My parents live in a very cold weather area. Every winter ice forms on the exhaust vent from the gas furance. In addition water leaks on the bedroom ceiling. I assume this is from condensation or from the ice. I had them insulate the the exhaust vent in the attic. Didn't work.

The PVC should totally sealed and pitched toward the furnace; therefore, no leaks should exist.

When a flue is run though an unconditioned space it needs to be insulated so the temp in the flue will stay high enough to vent properly.

I use pre formed rubiflex and tape the seams with mastic tape.
