Flow check problem


I recently added two zones to my upstairs. I installed a Taco 007-F5-IFC circulator to each zone. My problem is the pipes are hot in both zones even when the respective thermostats are not calling for heat. Is there any other reason beside the Flow Checks being faulty that would cause this. It just seems odd that two brand new circulators would have the same problem. thanks in advance

Post pics of the piping.

Chances of 2 back IFC's is slim.
