Flexduct. Cold air return on ground? Un-taped heat runs?

This is the cold air return they put in the crawl space for the back bedroom.
Laying on the ground.... not taped/sealed at junctions.... is this normal?
There are unsealed junctions in some of the heat runs as well as flex-duct just laying on the ground.

Nope, should be suspended off the ground, or it will become brittle and flake apart. And they should be sealed.
