Default fixed temp thermostat

I have a tenant that has her stat turned all the up and has the windows open. Go Figure. Furnace runs all the time 24 hours a day. I think I heard where you can install a thermostat that has a fixed value. Lets say it is set at 70 degrees, my understanding is that it will not go above 72. I am looking for the name of this stat and where to buy one.

With the honeywell visonpro you can lock out the keypad with a code so it cant be messed with.

I went to that link and read about the stat. I did not see where you can lock the key pad. I really like that idea. Any idea on an appx cost?
