A few questions.

I would usually verify via the fan relay at the relay. It doesn't require removing wires to verify voltage is in fact entering the motor

122 +122 = 210..
I would think the starting point is here...
Go back to the panel, and measure the voltage going into the panel. This sounds like a faulty breaker.
