Error Code 31 Payne, Help


My Payne furnace is toast. The board lights up with code 31. I noticed that there are two fan motors, One small one, and One big one. The Big fan starts first works for about 2 minutes then shuts off. Then the small fan starts spinning and nothing happens after that.
I was told that some igniter thingy supposed to turn red, but I dont see anything turning red.

Anyone knows what the issue is?
