Electric heater runs for 10 minutes, goes off for 2

Electric heater runs (box type tied into the a/c blower) for 10 minutes, goes off for 2, even though it didn't reach the set temp. Is this normal?

What kind of regular maintenance are you suppose to do to those? Annual cleaning?

TIA

Sounds like the electric heater is cycling on a limit switch. Check for low air flow, make sure all the registers are wide open as well as return air grills.

Now it seems to stay on for 5, then go off for 5.

Could it be some kind of overheating sensor shutting it off? Bad thermostat?

The filter is new, but its one of the 700 microparticle ones, should I try a regular filter?

Which ones are the best?
