Electric Furnace isn't heating


I have issues with my furnace and I'm wondering if it's a simple fix or not. I've had the landlord take a look at a couple of times last year during the winter, but now it appears the same thing is happening.

I've recorded a sound, but let me explain the situation. The thermostat, recently replaced (recently being within this year), reports 68 degrees. Temp it's supposed to be is 73 to 75. This is obviously not correct. The furnace seems to turn on, and I see the flame in the furnace through the grates, but no heat from the vents. Air conditioning works fine (I understand this is supposed to work with the heater, so felt it might be worth mentioning) and when I turn on the fan manually (flipping the switch from Auto to on) it appears to blow air (wouldn't call it hot, ambient maybe).

One thing I don't remember happening last time is that there is this buzz. Sort of like what you would hear if electricity shorts. I remember asking about it, and it was said it's normal to a point, as I did hear it upon the first start, but it would disappear.

Let me know if I should upload the sound, and where. It's taken with my cell phone, but you can hear it once or twice on the recording.

It's not an electric furnace if you see flame. Send a written notification to landlord and ask for it to be repaired. I don't know how cold your area is, but you have certain rights as a tenant to have it corrected immediately.

I thought the term electric meant it's pilot light. A flame is needed to generate heat. Either way, they are looking at it today. Just thought I'd get someone to listen in on it, cause it appears my landlords fixes are bandaids and I'm sick of relying on other ppl. I'm 24, I should know the basics :P
