Duct in between joists

We have built a 2 story 1700 sq. ft. addition that we do not use bc of the temperature up stairs. My father installed the unit and ran the air handler into the joists between the first floor ceiling and 2nd floor. It then goes across about 6 ft. from air handler and goes straight up into the attic. But at the 6 ft. elbow turn, there is a vent into our office. The attic entrance is a mess also.
I have had air conditioner experts out several times and they have only "touched it up" bc they can do nothing more.
We have spent about $40,000 on a $25,000 budgeted addition. I am so worn out and at my wits end with this addition. Such blood, sweat, and tears of labor I have put in it and to not be able to use it is just unbearable.
Please help me.

Duct in between joists

Sounds like you have 3 choices.

1. open up the ceiling and redo the under sized duct work. Possibly losing head room.
2. Install the unit in the attic, or a closet on the second floor.
3. Never use the addition.

A bit moe info/detail about the addition, and the furnace, A/C unit might help. Like size, size of duct work, return locations, etc.
