Day and Night Heater blink code 31

Can you tell me the proper steps for trouble shooting a code 31, have checked the heater box hose and it is not plugged. When you turn the heater on it will blink the 31 code but will not come on for about 15-30 minutes. Thank You

If it says Day and Night it's a Payne which is a cheap Carrier. Is the inducer fan running?

When you set the temp at the thermostst you can hear a click and sometimes the inducer motor starts to run but only turns one revolution, then the code appears. If you remove the lower door and reinstall it the blower fan comes on for 60-90 seconds then goes off, after this if you adjust the thermostat up you hear the click and the inducer fan comes on and it starts and runs. Just a note: if the inducer fan is on and the igniter is starting to glow and you remove the rubber line from the inducer fan box to the vaccum switch the igniter goes out- reinstall the hose and the igniter gets hot and the heater lights, (inducer motor feels free and smooth).
Thank You, MIke

If you open the blower door the fan cycles because the power is turned back on, that's normal. You are also resetting the control module by cycling the power to the board. When you pull the hose off the pressure swithc is cutting of the power to the burner circuit, so that is working properly. If the inducer stops occasionally on start up, I would try and put a volt meter on it and see if the power to the motor is constant of if it's intermitent. If the motor has power but isn't on, it's time for a new motor. If the power is cutting in and out, the board is going.

What should the voltage to the Inducer motor be? 30V?
