dampaner problem

okay i want to turn the heat on at my house but i have a few questions.



during our home inspection that was found by the inspector after he got the attic hatch open.
this is what i see when i look towards where the rope goes, and yes the one that pulls to the right is not attached anymore.


this is the view of the roof

the duct work on the far right is the return and the one in the middle is the one that sends the air into the bedroom side of the house the one going at a right angle to the others goes to the living rooms and kitchen.

the question i have is is this dampaner even in use any more?.... could it have been to close off an older swamp cooler?

well after posting i tryed turning the heat on, got heat to the livingrooms and kitchen, but zero air flow to the bed rooms. guess i am going to try to get a pole up there and kock the dampiner over

well i used a walking stick i had made a few years ago and got the dampener to open and now got heat going to the bedrooms..... man i just need to strip this place down to the bare studs and redo it, and the roof.

though i don't see why i had to move the dampaner..... any one able to enlighten me? if more pictures are need i can try... but if i got into that space they would have to cut me out.
