What would be the minimum "on" time for a resi. HVAC system to properly remove moisture from the air?
On what does this time depend?

Does not exist. ACs are sized with heat infiltration rate and de-humidification is a bonus. A properly sized unit (not oversized) runs longer and does better de-humidification and so do 2 stage units but they are expensive.

Back in the day we used the ratio of 40% of the ACs capacity went to dehumidification before it did one bit of sensible cooling.

I was checking a unit to day that was low on gas in a 78*f 99%RH ODA.

Even though the low side was only 45psig the load was so heavy from humidity the head pressure was running close to 200psig.
