Crawl space insulation

Purchasing a home in Savannah GA. It has a crawl space over dry dirt probably 2 ft space in terms of height off ground.

Sub flooring is insulated but the paper backing is facing the dirt versus the floor above. So with this incorrect installation of insulation, what is the best way to fix it. Remove a flip it over, replace with new insulation with paper against the sub floor, or just leave it.


Someone told me to leave it in place and cut vents in the paper?


Need some good advice. Thks
