Guess you mean batts.
Why are you covering them with plastic?
Duct tape should never be used on ducts, only foil tape and or mastic.
Cheaper and more bang for the buck using blown in insulation.
Need far more info, location, how the roof is vented, how much is there now, how is the roof vented.
Ridge vent, soffit vents, any baffles installed?

Should be OK to do that, but curious why you want to wrap it in plastic.

Hold in heat where, and why?
A vapor barrier does nothing to hold in heat.
It's to keep out moisture.
Any heat and moisture needs to be vented out of the attic.

I think the poster meant that they want to wrap the vents in batt insulation and then 6mm plastic and duct tape, basically insulating the duct work. I think it would be possible but I know there are actual duct insulation premade for this purpose and their cost v the time and effort should be a wash IMO.

All the duct work is in the basement. So lots of damp cold air i don't want in any of the vents.

"Any heat and moisture needs to be vented out of the attic."

I have a warm attic. Are you saying i should cut open the vapor barrier at the top ceiling?
