Converting 3 zones to one Where do I put thermostat?

I want to convert a 3 zone hot water system to one zone. Where should I put the thermostat on the first, second or third floor?

the wall nearest the stair case if the living room has the most glass and hi ceilings the stat will monitor that area and the 2nd and 3rd will follow..if your over heating those top floor adjusting the louvers might temper it down

It's an old house and the stairs are out in a hall way that is closed off by doors so the air doesn't circulate between the floors. It's all hot water baseboard.
