Condensor Fan not Working

While outside I noticed the Ducane Heat Pump Condensor was making a very loud humming noise and discovered that the Condensor Fan was not running. I was able to rotate the fan blade while it seemed to attempt to run. Would this be an indication that the Fan Motor is bad or does this sound like a bad capacitor ?

Could be either.

Try a capacitor, and if that doesn't fix it, then its probably the motor.
