Condenser's fan & compressor run stop run stop run stop, Please Help!

My condenser's fan & Compressor runs for about 10 seconds; then stops for about 5 seconds; then runs for 10 seconds again; then stops for 5 seconds. It acted like this since I turned on the AC yesterday. Does anybody know why it acts like this? Help! I did replace the capacitor with a new one; but the problem is still there. Please see my video on youtube for more info:

Thank you for all the replies; so look like I need to pump freon into it then; but it keeps run and stop at the short time, I worry that freon can not get into compressor. By the way, what is drain float switch? Where is it located at? and how is it look like?

It can not be a drain float switch because I did not have one on my drain pan inside unit and this problem occured on outside unit.

I think low freon might be a problem and thank for that tip.

I hook up the charging kit into the high pressure and low pressure pipes. I notice the high pressure pipe is way low. With the system run and stop in the short time, will I be able to pump freon into the system using the charging kit (blue, yellow, red wires).

Sounds like you need to hire a pro.

Let's throw out Super heat or Sub cooling for checking the charge.

Freon? What is the number on the refrigerant you are going to try and use?

You said the high side was low. What was its reading? What was the low side reading? What was the outdoor temp?
