Hello. long story short, my capacitor went out on my ac condencer fan. I replaced the motor and capacitor (with the same spec motor). Turned it on and fan spins wrong way. Am i crazy?

You have the wires mixed up on the capacitor. Carefully follow the wiring diagram on the unit to sort it out. Some fan motors have a plug you can use to change the rotation but it sounds like the wiring is mixed up on yours.
The device the meter was connected to was a meter base. All meter bases feed from the top, the load is on the bottom. This one was set up as a test.
Very likely that was 480 volts. 208 or 240 will make a nice POP, but 480 is much more spectacular.
Either way, once you see what can happen, you'll likely check your meter a bit more carefully.
