Cold Air Returns in Older Home

I recently purchased and moved into a 1957 ranch home---I have one cold air return on the exterior wall (right above the baseboard) in the spare bedroom and have the same exact setup in the adjacent master bedroom. In the winter these rooms are much colder than the rest of the house and in the summer they are much hotter. Are there any quick fixes to this and if not does anyone have a ballpark number of what a contractor would charge me to redo the ductwork so that it works properly and efficiently?
