Cold air return -- placement relative to the floor

Just wondering what the ideal placement is for a cold air return -- how high off the floor should the bottom of the return opening be?

I am wondering since I am not sure how high the baseboards will be, but also, I don't want to compromise its effectiveness by placing it too high...

Any suggestions for a min-max placement?

Thanks!
