code 31 Carrier 58MXA

Need some help here. New Years Eve. The Furnace is off it smelled a little electrical. The Motor (fan) is hot to the touch. The code light is flashing 31. The coaxial pipe appears clear (not visibly blocked and does have a screen over the end). The furnace and the home is only 2-1/2 years old this is the third winter. Never a problem before. First time I turned it off let it wait to cool down and turned it back on ran fine a while thought it was the wind or something. When out for a few hours, 5-6, came back to teh same situation. Two questions........ One is it safe to restart it and let it run to heat the house? Two, how do I fix it? Any help is appreciated here.
