Central Air Conditioners

I have a Ducane RGE13 Gas Pack unit and the blower moter stopped working. I checked all the circuit breakers; installed a new thermostat , Checked the control board and there was a fuse blown. replaced it and still not blower? Is there a way to determine if it is the motor or the control board? Thanks
Rick
