Central air

My ac has been checked twice, the set temp is 70 when it reaches that is shuts off for 2 mins and kickes back on, at times it jumps to 72. It has been running 2 days straight, i have blocked the registers to force air up, cleaned my filter etc. It is blowing cold air but not strongly. My home is cold but the ac will not shut down.
