we had a power outage and outside unit stopped. checked fan, capacitors and all electrical connections. replaced the 35-5 capacitor. turn unit on inside will go through fan working, heat. contactor pulls in on outside unit, power to everthing but nothing will start. could this be a timmer issue, low freon????

Check power to the contactor and through the contactor 240 vac. Some disconnects have fuses in them.
