carrier control board won't send 24 v to outside contactor

Then it sounds like you have a problem with your wires themselves.

The wire from the condenser that connects to the Y terminal of the furnace. put it on the R terminal of the furnace. then either put the panel back on and turn the power on to the furnace, or turn on the power, and hold the safety switch in, and see if the condenser runs then.

Pull stat off of wall and twist your red/yellow and green wires together and see if blower in basement and outside unit come on.
Im off to a bar with 2 ac's down and a bunch of unhappy drunks!
