I just replaced a dead controller board and the inducer motor won't start. I tracked it down to the Combustion relay (CR) on the control board which is in series with the inducer motor. This is a NO relay which should be closed by the processor when the stat calls for heat and then opened after the burner lights.
Have you tried to put power directly to the inducer motor to see if it is functional? Check voltage first, but my carrier's inducer is 120 volts AC. Make sure the motor is good before you go any further.
Also, did you set up the board just like the old one, and is it an exact match?
