Can range hood and water heater vent share same roof vent?

Dear all,
I am installing a range hood and trying to vent it out (the old one pushes the air back into the room!) On the other side of the kitchen is the water heater that already has a vent going up the roof. Can I just connect the range hood pipe into the already-there pipe of the water heater?
Also, the range hood has a duct of 7 in. diameter. The water heater pipe is only 3 in. wide. Should I wide the whole pipe system 7 in. wide up to the roof?
I am new and this is my first post. Any idea to help would be deeply appreciated. Thank you very much!

No. It's against building code and mechanical code and it isn't safe.

Yes, I will build a separate vent for the range hood.
