Burner always stops at LOW setting on L8124L
 
My oil boiler used the Honeywell L8124L control.
The setting are HI=180 LOW=130 DIFF=10. Some how the burner just stops when boiler temp reaches 130. If I change the LOW to 140/150, again the burner just stops when boiler temp reaches 140/150. I change the HI to 190,200 and even at 240, nothing changed at all, it can never go pass the LOW setting. Basically it just works off the LOW setting ONLY.
When thermostat is ON, the circulator is ON and the the cycle is
much much shorter because the boiler temp drops much quicker than when thermostat is OFF but again the burner stops when boiler temp reaches the LOW setting.
How many sensing bulbs does this control have? I was thinking about the
HIGH sensing bulb goes bad but it's not right if the control has only
one sensing bulb because the LOW temp seems to work fine.
PLEASE HELP.

I should add these to clarify the problem
This burner had been working fine with these settings 180HI 130LOW 10DIFF for the last 6 years which is when thermostat is off, the burner just stops at low setting and when thermostat is on( calls for heat ), the burner will stop at hi setting.
For the last few days I do not know why it does not go pass the low setting anymore when the thermostat calls for heat. I know the thermostat is working because the circulator is on and I still do have heat.
My question is why doesn't it get to the hi setting as it used to be anymore when thermostat calls for heat?
How many sensing bulbs does this L8124L control have? Can I buy just the sensing bulb itself or it comes as the set with the L8124L control only?
Any help is greatly appreciated. Thanks.

High is the limit, don't turn it up unless you want water all over when the pressure relief valve pops open. With low set on 130 with a 10 degree diff then the burner should come on when the water temp hits 120 and shut off when it hits 130.
