Bryant furnace won't run

I have a Bryant 383 KAV furnace. It is not running in the heat mode. I followed the trouble tree in the manual; there were no codes flashing, the component test ran and everything worked. I cleaned off the flame sensor and, as the book recommended, replaced the control panel. The furnace still doesn't run it doesn't do anything. There is 24v at the W Y and G terminals. Any thoughts?

Bryant furnace won't run

Check the voltage at Induce Draft Motor.
Check the voltage at Pressure switch.

Bryant furnace won't run

Turn off furnace power and remove thermostat lines from furnace connections R & W.
Jumper R & W and turn power back on.
What happens?
